Is It Possible To Transcode Multiple Videos Simultaniously?

I've heard that NVDEC/NVENC have the ability to decode/encode multiple video streams on the same time, is it possile to acclerate transcoding tasks by handle them parallely? Or at least can I utilize both CPU and GPU or even multiple GPUs by this way?

    I would very much like this function to use the processor to the fullest. At least 2 simultaneous files. Waiting for the answer.
